  • + Where can I get back issues of the newsletter?

  • +What can I do about a barking dog or a neighbor that does not clean up after their animals on a regular basis?

    • If you are trying to solve a problem with a barking dog or clean up after a pet, please start with communicating your concern directly to the pet owner.
    • If the problem is a barking dog, you can also call your EPC Representative or the Steeplechase Hotline, and a letter will be sent to the dog’s owner. This, of course, will take a few days.
    • If these steps don’t fix the problem, you can contact the following county authorities:
      • Allegheny County Animal Services, (412) 255-2036 between 7:00 a.m. – 6:00 p.m.
      • Whitehall Police Department at (412) 884-1100. (After 6 p.m. if an animal problem requires immediate attention).
  • + How do I handle a deer, raccoon, groundhog or turkey problem?

    Deer and other wildlife are a fact of life in our community. Whitehall Boro’s Wildlife Management Committee (WWMC) has been actively researching methods and pursuing legal, ethical and fiscally viable means of controlling and not attracting wildlife in our community. Do not feed deer, other wildlife or feral animals. Not only is it prohibited by Whitehall Ordinance 71.6.5 but it is harmful to the digestive health of wild animals and their fecal matter contributes to the spread of disease. If you see anyone feeding wild or feral animals, please contact the Whitehall Code Enforcement Office at (412) 884-1368.

  • + What do I need from Steeplechase CSA to buy a home in the community?

    When you purchase a home in Steeplechase, all of the governing documents will be given to you with the Resale Packet. Prior to committing to a purchase, you can find relevant information on this Web site.

  • + How do I obtain a Resale Packet?

    • To obtain a resale packet or questionnaire go to cmamgt.condocerts.com/resale/ and either register if it’s your first time or sign-in for existing users. You can also find it by going to cmamgt.com and click on Order Resale/Lender Docs at the top.

  • + Is there a Capital Improvement Fee when I buy a home.

    Yes, a one-time Capital Improvement Fee is required from the buyer when a dwelling unit is purchased. The current fee is $850.00.

  • + What is the Annual Assessment?

    • The Association has 3 classes of membership:
      • Class A – All owners with a single family attached home with a garage in the rear of the dwelling.
      • Class B – All owners with a single family attached home with a garage in the front of the dwelling without a private driveway.
      • Class C – All owners with a single family attached home with a garage in the front of the dwelling with a private driveway
    • The annual assessment varies based on the class of membership. Currently for the year 2023 the rates are as follows:
      • Class A – $1048.32
      • Class B & C – $924.12
  • + How can I advertise my home as “For Sale by Owner” on the Steeplechase website?

    This website does not have the capability for you to advertise your home as “For Sale by Owner”. However, as a Steeplechase home owner, you are able to advertise your home for sale on the Steeplechase Facebook page Steeplechase Pgh.

  • + What can my realtor do to list my home for sale in the community?

    The Realtor needs only to comply with the following rules for signage:

    • Signs denoting a home is “For Sale” are permitted provided only one sign is used and the sign is no larger than 5 sq. feet.
    • Temporary realtor signs directing potential buyers to an “Open House” in the Community are permitted to be displayed on the day of the Open House only and must be removed no later than 8:00 p.m.
    • + Does Steeplechase CSA limit the number of people that can live in one home

      The Steeplechase CSA does not monitor the number of people or families in a home. If you have concerns about the number of people in a home or believe that a home has been redesigned to no longer be a single-family dwelling, please call the Whitehall Planning and Zoning Department at 412-884-1368.
    • Vehicles, Parking & Streets

    • + Who maintains the roads in Steeplechase?

      With the exception of Paddock Lane, all streets in Steeplechase are owned and maintained by Whitehall Borough. This includes snow removal and pot-hole repair. If you have any questions or concern about the condition of your street, contact the Whitehall Borough Manager, Jim Leventry, at (412) 884-0505 ext 321, or jleventry@whitehallboro.org. (Steeplechase CSA is responsible for the maintenance and snow removal for Paddock Lane. For any questions about Paddock Lane, call your EPC representative or the Steeplechase hotline.)”
    • + If I need to have a dumpster or a storage pod at my house, are there any guidelines I need to follow?

      Dumpsters and storage pods must be placed in your driveway and are not allowed on a public right-of-way. If you need to have a dumpster or storage pod in your driveway, please contact the Steeplechase Hotline 412-279-9280 x142# to request approval before placing anything on your driveway.

      NOTE: Whitehall Borough also does not permit the placement of dumpsters or storage pods on public streets or in the front of any residence in the Borough; therefore, prior arrangements must also be made with Whitehall (412-884-0505, ext. 1)

    • + What is the guideline for parking a recreational vehicle at my home?

      Recreational vehicles, commercial vehicles and/or trailers may not be parked in the Community. The Board may make an exception for small pickup trucks used for a resident’s business. In the event a resident has visitors who need to park such a vehicle for a limited period, not to exceed 3 days, contact your EPC representative or call the Hotline to make prior arrangements.

    • + Is there a limitation on the number of cars someone can own or park on the street?

      Steeplechase does not regulate the number of vehicles that are parked in the driveway of any residence as long as they are operable. Both Steeplechase and Whitehall prohibit the parking of any vehicle on the grass or any other landscaped area. This applies to residents, visitors and contractors. Parking on Whitehall streets is not permitted between 2:00 am and 6:00 am, and is prohibited when snowfall has accumulated three inches. If a vehicle is parked in any way as to be a safety issue or is abandoned, please contact Whitehall police at their non-emergency number at (412) 884-1100.

    • + When is trash day for Steeplechase?

      See the Whitehall Boro website https://www.whitehallboro.org/ for the current collection schedule

    • + When is it acceptable to put my garbage out for pickup?

      Trash and recycling containers cannot be put out before 3 PM on the day prior to the designated collection day and must be removed from the curb by no later than 8 PM of the day of collection.

    • + Can I park my commercial truck in my driveway?

      Recreational vehicles, commercial vehicles and/or trailers may not be parked in the Community. The Board may make an exception for small pickup trucks or vans used for a resident’s business.     • Property Maintenance & Architectural Requirements

    • + What is the name of the beautiful flowering trees that make Steeplechase so unique in the spring and who takes care of them?

      They are Duncan or Bradford Pear Trees. They are owned and maintained by the individual homeowners. They don’t need any particular care other than in very hot weather they need to be watered. For more information, call our Hotline.

    • + What are the plants growing in some of the islands with the beautiful flowers?

      They are Hibiscus and usually flower in mid-July.

    • + Who maintains the grounds and landscaping in Steeplechase?

      The Landscape Committee is responsible for the design, maintenance and improvements to the distinctive landscaping in the common areas of Steeplechase. In addition, the Association contracts for grass cutting, lawn fertilization and pest control for the lawns throughout the community.

    • + How do I pay my monthly assessment?

      The four choices for paying your monthly assessment are:

      • On-line (e-check) payment via the internet,
      • With a credit card via the internet (Please note that VISA is NOT accepted.),
      • Using payment coupons, or
      • By recurring payment from your authorized bank account set up with Alliance Bank.
      • The choice is yours. The direct debit, coupons and on line payment systems are free to both the owners and the Association. Owners choosing to pay by credit card will be charged a 3% per transaction fee by the bank.

        Complete the Assessment Payment Choice form and send it to CMA.

    • + Do I need to submit my exterior paint colors even if I am painting my home the exact same colors?

      Yes. Any work to the outside of your residence must be approved prior to your doing the work. You need to complete an Alteration Request form and obtain approval before the work is commenced. Contact your EPC representative or call the Hotline if you have any questions.
    • + Can I receive immediate approval on my Alteration Request?

      • CMA sends Alteration Requests to the Board on a regular basis. Generally, the Board will make a decision within a few days.
